Stop the Repression and Defend Civic Space
The situation of civil society in Serbia continues to raise deep concern and demands Europe’s utmost attention. Giovani Senza Frontiere (Giosef Italy), responding to the call of the European Civic Forum, has signed a joint declaration co-signed by nearly 140 European civil society organizations. The document received wide media coverage, but has yet to prompt an official response from European institutions.
The protests shaking Serbia for months originated from the tragic event on November 1st, 2024, in Novi Sad, where the collapse of a recently renovated train station caused 15 deaths and many injuries. This incident starkly exposed institutional responsibilities, fueling growing civic protests and sparking a strong demand for systemic change.
Despite the legitimacy and peaceful nature of the demonstrations, the Serbian government continues to respond with increasing repression, aiming to silence critical voices and restrict civic space. Episodes of institutional violence, systematic intimidation, and the criminalization of activists and organizations defending democracy and fundamental rights are on the rise. The recent unlawful police raid on five leading NGOs in the country marks a disturbing escalation in this repressive strategy.
Particularly alarming is the incident that took place in Belgrade during the student demonstration on March 15th, 2025, held to peacefully commemorate the victims of the Novi Sad tragedy. Eyewitness accounts, audiovisual evidence, and detailed reports by CRTA (Center for Research, Transparency and Accountability), Earshot NGO, and other human rights organizations clearly document the authorities’ use of a high-frequency acoustic device (LRAD or Vortex Cannon).
The use of such a device, which is illegal in Serbia, caused panic among protesters, resulting in hundreds of injuries with neurological symptoms, epileptic seizures, heart issues, and severe complications such as pacemaker malfunctions.
Despite the evidence, the Ministry of Interior, the Ministry of Defense, and the President of the Republic deny any responsibility and refuse to launch official investigations into the events. The judiciary has taken no action, ignoring the available testimonies and evidence, further reinforcing a climate of impunity. At the same time, numerous episodes of aggression and intimidation against protesters, human rights lawyers, students, independent journalists, and foreign political figures have been reported. Serbian authorities have also denied entry to international journalists seeking to objectively document the situation, further compromising transparency and press freedom.
Giovani Senza Frontiere strongly condemns this alarming escalation and reaffirms its full solidarity and support for Serbian citizens and civil society committed to defending democratic values and fundamental human rights. It is urgent and essential to ensure the safety of all citizens, uphold fundamental rights, and protect the inalienable right to peaceful protest.
For these reasons, joining the calls of European and international civil society, we urgently demand:
Giovani Senza Frontiere will continue to closely monitor developments in Serbia and work with international networks to strengthen concrete support for Serbian civil society. We invite everyone who believes in the values of social justice, democratic participation, and universal human rights to join this action of solidarity, by sharing information and keeping public attention focused on what is happening.
